UNITED NATIONS (Reuters) - sent to the United States to the Organization of the United Nations said Thursday Security Council troops loyal to the Libyan leader Muammar Gaddafi were more in more to engage in sexual violence and some had issued the drug impotence Viagradiplomats said.

Several diplomats Nations United who attended a meeting of the unexpected Security Council on the Libya said to Reuters that the Ambassador of United States Susan growing Rice raised the question of Viagra in the context of reports of sexual violence by the troops of Gaddafi.

"Rice which grew up in the meeting, but no one responded," a diplomat said on condition of anonymity. First, the allegation was reported by a British newspaper.

Pfizer Inc. drug, Viagra is used to treat impotence.

Diplomats said that if it was true that Gaddafi troops were issued Viagra, it might indicate that they have been encouraged by their commanders to rape to terrorize the population in areas which have supported the rebels. That would constitute a war crime.

Several diplomats said that Rice had provided no evidence for the allegation of Viagra, which was made to try to convince the sceptics, the conflict in Libya was not just a civil war standard but rather beat sour in which Kadhafi is not afraid to order his troops to commit heinous acts.

"She spoke of reports of soldiers obtain Viagra and rape," said a diplomat. "She spoke of the soldiers of Gaddafi targeting children and other atrocities."

RAPE AS A WEAPON?

Statement of Rice, said diplomats, aimed mainly to countries such as the India, the Russia and China, which have become increasingly sceptical about the effectiveness of the air strikes NATO-led, because they fear that have transformed the conflict into a long civil war that will cause many civilian victims.

Most of the members of the Council, said diplomats had planned to Gaddafi Government collapse quickly. They said the frustration felt by the India, the Russia and China would probably grow if war dragged.

The use of rape as a weapon in times of war has received increasing attention in the Organization of the United Nations. Last year, Secretary General Ban Ki - moon appointed a Special Envoy on sexual violence in armed conflict, Margot Wallstr?m.

Earlier this month, Wallstr?m criticized the Security Council for failing to mention sexual violence in two recent resolutions on the Libya, despite having been a priority.

Wallstr?m said at the time where the reports of rape in Libya remains unconfirmed, but she cited the case very publicized of Eman al-Obaidi, the woman who broke into hotel a journalists in Tripoli last month stating that she had been raped by pro-Government militias.

The International Criminal Court is already studying whether Gaddafi Government committed to the war crimes in its violent repression against demonstrators who demanded more freedoms. The crackdown sparked a rebellion that turned into a civil war.

The United States mission to the Organization of the United Nations refused to comment on.
