The online database includes topics related to some of the main provisions of the CAA or federal health reform and contains information about Medicaid, health insurance exchanges, health, health insurance reformPrevention and wellness and provider and workforce. A separate issue, challenges and alternatives, includes bills that oppose, withdraw or differ from the elements of federal provisions of ACA.

Katie Boyer, policy associate for Forum of the NCSL for the State health policy Leadership, said the database was designed as a tool to help state legislators and their staff quickly access the Act, reform of federal health and other federal policies relating to the implementation of the reform of health.

"The CAA and the Act of Hi-Tech [Economic Health Information technology and health clinics] both affect Government of the State and private enterprises.". Accordingly, there is considerable interest in the two statutes, "Boyer told InformationWeek." "The premise of the data base is to help decision makers to stay ahead of the issue, so they can be informed before it comes to the floors of their respective House, understanding trends and actions in other States"compare information, and to have the research that they need to make their decision political. ?

Officials NCSL note that passage of ACA a year ago, created a list of long tasks for States. Many already had a jump to the Federal Government on health reform, and each State has made progress in the implementation of the new law.

Martha Saenz, an analyst with policies on health, NCSL, said States are at different points of departure that they are implementing the health-care reform, and approximately 600 included in the database of bills vary according to the State. She said the Bills introduced in State legislatures deal primarily with flexibility and differences, such as health insurance approach exchanges (HIES) of individual States.

NCSL is a bipartisan organization that serves the legislators and staffs of the nation of 50 States, commonwealths and territories. NCSL provides technical assistance, research, and opportunities for policy makers exchange ideas on the most pressing of State issues.

"Policy NCSL programs often create these types of databases for legislators and staff to use," said Saenz. "One of the most frequently asked questions by legislators is," what kind of legislation exists in other States on this issue? "The database is intended to provide research to help answer this question."

Federal health reform was passed by Congress and signed by the President in March 2010. According to NCSL, of this left officials shortly makers of the State, including in the legislatures to part-time, to take action on the invoices. In addition, 2010 was a short year or non-réunion for several state legislatures.

This session, legislators are responding to the many requirements and options described for States in federal health reform. The database includes 2011 legislation, including in progress, failed and adopted bills and resolutions. Bills can be searched by State, topic, keyword, status, or primary sponsor. 2011 State legislative base is online and free to all users of the Web, and acts of the State 2010 to implement the reform of the health legislation, can be found separately on the site Web of NCSL.
